In addition to holding a Bachelor’s Degree in Criminology and a Master’s degree in Public and Business Administration, Major Mark Willingham holds the designation of Certified Public Manager and is a graduate of the FBI National Academy. He received the Fulbright Fellowship in Police Studies to the United Kingdom in 1995 where he conducted research on youth access prevention, regulation of the alcoholic beverage industry, and control of abusive drinking.
Major Willingham served with the Florida Division of Alcoholic Beverages and Tobacco for twenty eight years and provided beverage licensing, regulatory, and law enforcement services throughout Florida as a Law Enforcement Commander. In addition to serving as the Division’s Chief Financial Officer and Chief Training Officer, he served as Florida’s Responsible Vendor Program Administrator, Florida’s Youth and Alcohol Program Administrator, and as a State Hearing Officer.
Major Willingham’s underage alcohol access prevention and responsible retailing efforts have resulted in his recognition as a national expert being called upon to assist states and organizations throughout the country through training, consulting, and technical assistance. His work has influenced public policy, generated awareness on substantive issues, and has provided the basis for management and program decisions on both the National and State levels.
Major Willingham was the Co-Director of a national research project leading to the creation of a Federal Government guidance document titled: Best Practices in Responsible Retailing. In addition, he has authored four publications and over a dozen articles in state and national law enforcement journals on leadership, management, and alcohol related issues. Major Willingham has presented at numerous national conferences on underage access to age restricted products and Dram Shop matters.
Major Willingham had the honor of serving as the 2005 FBI National Academy Associates’ International President. The FBI National Academy Associates is a 17,000 member organization representing the law enforcement interests and training needs of graduates of the FBI Academy. Graduates of the FBI National Academy serve as leaders of law enforcement agencies across the United States and around the world.
Major Willingham has provided testimony in Civil and Criminal proceedings in both State and Federal Court and has produced Federal Rule 26 reports. He has assisted beverage retailers in the development of effective alcohol service policies and practices designed to present alcohol service or sale to those under 21, intoxicated patrons, and those habitually addicted to alcohol.
